Yes, that's the hula John's got going. It's counter-balancing, which helps with stroke frequency, reducing side to side motion of the upper body, and increasing heel strike. Anything to loosed up the hips helps with the gravity aided mass transfer that adds propulsive force to the piston action of the regular push. Simply stated, loose hips improve speed by increasing the "fall" portion of the skating stroke.
